Level-1B is not distributed. The distributed product levels are Level-1C and Level-2A.

Dear Jan,
Thank you for your answer and guidance. However, I found an article “Sentinel 2 Global Reference Image” by Déchoz et al. in SPIE proceedings of 2015 using Level 1B products for generating a global reference image. They write: “the Level-1B is the first public product”.
Do you know more about this ?

You could ask the authors directly, maybe they made a mistake and wrote L1B instead of L1C.

It is true that the L1B is used for the GRI. But the GRI is a special case; it is and ADF https://sentinel.esa.int/web/sentinel/technical-guides/sentinel-2-msi/level-1/adfs. So It is not an output product, but - like the Level-0 and Level-1A - a precursor stage in the processing that results in the disseminated Level-1C and Level-2A User products.
