Could someone let us know, which is the official tiling grid for L1C?
There were two files published:

However, the grids do not align.
And it seems that neither contains all the tiles that are referred on SciHub.
I would appreciate if someone could clear this issue.

The latest (from 20150912) should be the one used in the PDGS right now.
Products generated since 20150912 use this one, but previous data may not have been reprocessed yet.
But this seems not to be the case…
E.g. product S2A_OPER_PRD_MSIL1C_PDMC_20151206T052153_R088_V20151206T012408_20151206T012408
refers to tiles such as 53KKM, 52KGQ, 52KHR, etc.
Note that there are many cases like this.
Are we interpreting some information wrongly?

This product has been processed before 20150912 so the latest tiling grid does not apply yet. This might be the source of your questions.
This product is from 6th of December, so obviously after 12th of September. Or do I understand something wrong?
Sorry I mistyped. Your second link is valid starting 20151209 (according to file name), so 9th of December 2015. So it applies only to products processed after the 9th of December 2015.
I still believe it is not OK…
If you take an example
S2A_OPER_PRD_MSIL1C_PDMC_20151211T121244_R016_V20151211T003541_20151211T003541
(I assume this was processed on 11.12., so after 9.12.) it has references to tiles
55LDB, 55LGB, 55LEB
These are not available in the new KML.

In the product main .xml file, look for GIP_TILPAR.
This will point to the actual file which has been used to generate the product.
