Questions of Decomposition

I am exploring the attributes derived from the polarimetric decomposition SAR sentinel 1 through the SNAP: Entropy Anisotropy and alpha angle. I have been verifying, including the 9 existing classes (according to Pottier 2009) for a dual H-Alpha decomposition (the only one possible with dual Sentinel data). I collected a sample of water body (from a local supply reservoir) and found that this class presents itself as Z8 - Random Anisotropic Scatterers, high anisotropy and diffusion volume. I understand that high high anisotropy means that there is a difference between the polarizations involved (VH and VV), but I ask myself: How can water have a diffuse scattering? What would be this diffuse spread of the Pottier literature?
