Yes, it is a mess. But the right address to complain about it is: eosupport@copernicus.esa.int

You can also use our Sentinel-2 mapping system at http://maps.mundialis.de/ which delivers the download link (among other things).

I have good experiences with https://peps.cnes.fr
Go to “Explore” on the top right.

I made also some good experience with http://earthexplorer.usgs.gov/. But a few tiles are corrupt.
