why can't convert data form s2 to c4

Hi, i was wondering why the button of s2>>c4 can’t be selected(first figure),

because I found that there is a function named “S2_to_C4” in the source code file(util_convert.c) (second figure), so can somebody tell me, i will really appreciated it!
