Is your system managed by some “enterprise” IT group?
If you search for “Command-Line-lnk error” you should find SNAP Command-Line-lnk Failure Message. For me, this happened with non-admin installs because IT had set the shortcut for the previous version of SNAP to be non-modifiable/immutable (my Desktop is still cluttered with shortcuts for obsolete versions of Python, etc.). IT now provides a SNAP installer through MS SOftware Center.
