For my Opinion,
It seems that you re looking pixels with snow? If the answare is yes, i think these values are logical, cause you haven’t remove the effects for the near pixels, that they propably are full of snow too, so they reflects a lot and they affect the signal. Also you dont know anything about geometry, so the atmospheric correction is 1-D, no 3-D.
If this is not snow, something is going totaly wrong.
TOA Reflectance values must be bad too, as like as in my pictures.
