I wonder if I want to get a complete set of 13-band Sentinel-2A data at 10m spatial resolution, how should I fuse the four 10m bands, six 20m bands and three 60m bands? Pay attention that no additional data and there is no overlap between these 13 bands.

You can simply open the product in SNAP and resample (Raster -> Geometric Operations -> Resampling) to 10m. For example by specifying band_2 as reference.
