How to file a bug

Hi, is there any way to officially file a bug report (for me as normal user)? I checked both the github site and the jira site, but at both I am not allowed to create a new issue…

For reference, I’d like to file a bug report about the issue that TerrainFlattening with an external dem does not work (see discussion: Terrain-Flattening with external dem).

The current system is that bugs are reported here on the forum where developers like @lveci can pick them up. Ideally yu should select the sub-category “problem reports” (I’ve fixed this for these two threads).
