Image availability of Sentinel-1 GRD IW product

when i am trying to extract data from ‘sentinel-s1-l1c’ amazon s3 bucket. Sentinel-1 GRD IW data is not covering some part of maharastra,india from 2019-01 to 2019-10.

So,what can be the issues for this? Is it because of how we are querying the product or the censors are not able to visit some part of land area?
