Laplacian & High-Pass filters : (a) VS (b)

Good Morning,

I’d like to understand the difference between the filters called “Laplace 3x3 (a)” and “Laplace 3x3 (b)”.
The same question for “High-Pass 3x3 #1” and “High-Pass 3x3 #2”
