You need to add the path of the stamps, just follow below steps.

PSI using SNAP-STaMPS workflow in Windows Subsystem for Linux (WSL)

Just add it like this, export PATH=/home/shadi/StamPS/bin:$PATH source .bashrc then check the mt_prep_snap command.
