I am starting for extract volume of surface displacement during flood and I know that I should try with interferometry but what is the best polarization mode for flood near real time monitoring when target region in slave image is full of water and we have land slide in this area?
for getting displacement with interferometry you need values of high coherence. It is unlikely that you will get coherence over flooded areas:
