It is not a classification because the pixels are not grouped into distinct classes.
The tutorial rather presents a nice way of visualization or enhanced image interpretation based on an RGB composite through additive color mixing.

no, the RGB is just a form of visualization.
You can map floods based on thresholding or supervised and unsupervised classification.
