Would you apply thermal noise before applying orbit? Why?
Or would you instead apply it after applying orbit (but before calibration)?

It should not matter either way. Thermal noise removal only depends on the noise LUTs in the product and the DN values.
Orbit correction updates the orbit state vectors but doesn’t change anything else.
